The process for ESS Work Package 4 and involving the universities

There is a process in place to send in proposals to use the instruments at ESS.
In order to ensure connection to the instrument projects, proposals were solicited via the instrument scientists working on the 15 instruments and the other scientisits working in the ESS Science Directorate.
Focus was on the proejcts that would support early science delivery or instrument development. Time frame (~2 year projects) meant primarly post-doc scientists or research engineers being supported.
Request for EOI in June 2020 - 9 EOI, only brief summary to gauge type of project.
First round in September 2020 - 15 proposals submitted.
Further proposals considered in November 2020 and May 2021 - 5 further proposals submitted.
